John P. Mahoney is a Founding Partner and the Director of Litigation of Mahoney & Mahoney.

Mr. Mahoney has over 13 years of experience representing federal government and private sector employees, law enforcement officials, unions, and employee associations, as well as years of experience representing federal agencies, senior executives, managers, management associations, and private employers in employment and labor law counseling, litigation, mediation, arbitration, and investigations. He has served as an expert witness on federal employment law. Mr. Mahoney has represented federal employees, contractors, unions, employee associations, and/or agencies before such federal agencies as the MSPB, EEOC, OSC, OPM, DOHA, FLRA, and in court cases before such federal courts as the Supreme Court of the United States, the United States Court of Appeals for the Federal Circuit, various district courts, and the Court of Federal Claims. Mr. Mahoney currently serves as the General Counsel to Council 260 and several Locals of the American Federation of Government Employees, AFL-CIO, the largest union in the federal government. He is also a member of the AFL-CIO's national Lawyers Coordinating Committee. Prior to founding Mahoney & Mahoney, LLP, Mr. Mahoney served as the Senior Associate to the General Counsel of the federal Senior Executives Association.

In 2003, Mr. Mahoney was appointed by the Comptroller General of the United States to serve as a statutory Member of the Congressional Government Accountability Office's (GAO) Personnel Appeals Board (PAB) a civil, employment, and labor law enforcement agency. As such, Mr. Mahoney served as an administrative judge, Board Member, and ultimately the Vice Chair of PAB until 2005. In that capacity, he was responsible for adjudicating all types of employment law, whistleblower reprisal, discrimination, and labor law claims between GAO and its employees under GAO's innovative Human Capital civil service system.

Also, in 2003, Mr. Mahoney was appointed by the County Executive of Montgomery County, Maryland, and confirmed by the Montgomery County Council, to serve as a Member of the County government's Mid-County Citizens Advisory Board (MCCAB), on which he served as a liaison between the County Executive and the citizens of the Mid-Montgomery County area. Mr. Mahoney served as the Chair of MCCAB's Legislative, Transportation & Public Safety Committees.

Mr. Mahoney authored the 2002 Federal EEO Handbook and co-authored the book entitled The Federal Employees Legal Survival Guide. He frequently writes and speaks on employment law issues.

Mr. Mahoney is a former co-host of the radio shows, FEDtalk on WTOP's 1050 AM and Federal News Radio.Com; and "Politics in the Round," which was heard in the Metro DC area on Hot 99.5 FM and DC 101 FM.

He is an award-winning former two-term Co-Chair of the D.C. Bar's Labor & Employment Law Section and previously Chaired its Public Sector Committee. Mr. Mahoney also served as Chair and Vice Chair of the D.C. Bar's 26,000-member Council on Sections. He is a former member of the inaugural Board of Advisors of the D.C. Employment Justice Center, a charitable organization that provides employment law services to and advocates for low-income workers in the D.C. metropolitan area.

He has also been a member of the American Bar Association and the Metropolitan Washington Employment Lawyers Association.

Mr. Mahoney is licensed to practice law in District of Columbia and Maryland. He is also a member of the Bar of the Supreme Court of the United States and a number of other federal courts.

Mr. Mahoney has successfully represented numerous employees, unions, employee associations, corporations, and such federal agencies as the Department of Justice and the Department of the Treasury before federal courts and/or such administrative agencies as the EEOC and the U.S. Merit Systems Protection Board.

Mr. Mahoney earned his law degree in 1993 from the Catholic University School of Law, where he was chosen as an Editor of the Year of The Catholic University Law Review. During law school, he also helped research and edit the book, Beyond Civil Rights: Church, State and Community in Black Baltimore and interned for the D.C. Government's Office of Labor Relations and Collective Bargaining, as well as for Labor Arbitrator Roger Kaplan. In 1990, Mr. Mahoney obtained his Bachelors degree with honors from Assumption College in his hometown of Worcester, Massachusetts.

Mr. Mahoney was elected to the Congress of Fellows for the Center for International Legal Studies.

Mr. Mahoney was recently elected to membership in the Cosmos Club as someone who is considered distinguished in the learned profession of the law and public service. Among the Cosmos Clubs members, over the years, have been three Presidents, two Vice Presidents, a dozen Supreme Court justices, 32 Nobel Prize winners, 56 Pulitzer Prize winners, and 45 recipients of the Presidential Medal of Freedom.
