Peter J. Jeffrey is the Director of Litigation for the law firm of Mahoney & Mahoney. Mr. Jeffrey has over a decade of experience in Federal Sector Labor and Employee relations. Prior to joining the firm, from 1998 through 2005, Mr. Jeffrey served as the president of the Council of National Archives and Records Administration Locals, American Federation of Government Employees, AFL-CIO. While union president, Mr. Jeffrey re-negotiated the National Archives master collective bargaining agreement, developed an alternative dispute resolution program for the agency, and represented National Archives' bargaining unit employees in numerous grievances and individual discrimination complaints. Since joining the firm Mr. Jeffrey has concentrated his practice in the areas of employment, labor, and discrimination law, primarily representing Federal employees, managers, senior executives, contractors and labor unions in employment and labor law counseling, litigation, mediation, and arbitration. In addition, Mr. Jeffrey provides advice and representation to Federal employees and contractors, as well as military personnel, during all phases of the security clearance process from initial application thru investigation and adjudication to appeal. His practice frequently involves litigation before such administrative agencies as the U.S. Merit Systems Protection Board (MSPB), the Federal Labor Relations Authority (FLRA), the U.S. Equal Employment Opportunity Commission (EEOC), and the Defense Office of Hearings and Appeals (DOHA). Mr. Jeffrey currently serves as the General Counsel for Council 260 and Local 2703 of the American Federation of Government Employees, AFL-CIO. He is licensed to practice law in the District of Columbia and Maryland. Mr. Jeffrey is also a member of the bars of the United States Courts of Appeals for the District of Columbia Circuit, the United States Court of Appeals for the Federal Circuit, and the United States Court of Appeals for the Fourth Circuit. Mr. Jeffrey is a member of the American Bar Association, the National Employment Lawyers Association, the AFL-CIO's Lawyers Coordinating Committee, the Metropolitan Washington Employment Lawyers Association, the Society of Federal Labor and Employee Relations Professionals, the Maryland State Bar Association, and the District of Columbia Bar. He earned his law degree in 2004 from The Catholic University of America, Columbus School of Law, where he graduated magna cum laude. He received his undergraduate degree (B.A.) with honors from Xavier University in Cincinnati, Ohio in 1994.
